Rules of the International Short Film Festival

Article 1 : The 2012 CinéGlobe International Short Film Festival will take place from March 27th – April 1st 2012 at the Globe of Science and Innovation at CERN and other venues in the area. The event address is CinéGlobe, CERN, Route de Meyrin, 1211 Geneva 23, Switzerland.
Article 2 : The festival consists of two competitions. Each film can be submitted to only one competition. All are free to enter and open to both amateurs and professionals for films that were not submitted to previous editions of the festival. Associates of the festival and members of the juries may not participate in the competitions.
Article 3 : The Fiction competition is open to fiction films up to fifteen (15) minutes in length, credits excluded, completed since January 1st 2009.
Article 4 : The Documentary competition is open to documentary films up to thirty (30) minutes in length, credits excluded, completed since January 1st 2008.
Article 5 : The theme of the festival is Infinitely Interconnected. Submitted films must adhere to the theme and mission of the festival (given below), whether they be fiction or documentary.
“Pick a flower on earth and you move the farthest star.” When famed physicist Paul Dirac made this statement, he probably never imagined how much it would apply to our modern society. Fueled by science and technology, our world has become connected at a level far greater than we ever thought possible. CinéGlobe seeks to showcase films of all genres that illustrate, probe, and challenge this nearly infinite connectedness of which we are all part – scientists, artists, and filmmakers alike.
Article 6 : The deadline for submissions to all the competitions is Friday, October 14th 2011. Films sent after the deadline or which are longer than the maximum length for the competition will not be considered.
Article 7 : All films submitted to the festival must be registered and subscribed to the appropriate competition using the “Short Film Depot” website (http://www.shortfilmdepot.com/). Entrants will be able to monitor the status of their submissions through the web site. By submitting a film the entrant agrees to all rules governing the festival.
Article 8 : The languages of the festival are English and French. All films containing dialogue must be in either English or French, or be subtitled in either English or French. Entrants give implicit consent for their films to be subtitled in English and French without requiring prior approval.
Article 9 : After registering a film with Short Film Depot (http://www.shortfilmdepot.com/) and subscribing it to a festival competition, it may be sent in one of two ways: 1.) preferably by upload at the website www.shortfilmdepot.com in the format Apple TV [Mpeg4 AVC (codec H264) bitrate less than 2500kbps, audio AAC], with subtitles burned into the film, maximum file size of 2GB. See the site www.shortfilmdepot.com for the conversion process to Apple TV; 2.) by DVD (Pal or NTSC), readable on a home DVD player, with subtitles burned in or accessible by DVD menu. DVDs must be sent by post (indicate “No commercial value – cultural material”) to CinéGlobe, CERN, Route de Meyrin, 1211 Geneva 23, Switzerland, declaring a value less than 15 € or US$ (NOTE: do not include the cost of shipment in the value of shipment).
Article 10 : The postal address is CinéGlobe, CERN, Route de Meyrin, 1211 Geneva 23, Switzerland. If more than one film is being submitted then we recommend sending them on separate DVDs; however, a single DVD will be accepted. Only the DVD(s) and Short Film Depot form(s) should be included. No additional printed material will be considered. No materials will be returned.
Article 11 : The festival program will be selected by a committee to be determined by the festival, which reserves the right to make changes to the selection committee at any time without notice.
Article 12 : Entrants whose films are selected will be contacted by email and will be able to see the selected status of their films on the Short Film Depot website. The entrants of selected films will be asked to supply the highest quality version available of their film compatible with Final Cut Pro. Analog formats and cassettes will not be accepted. If a higher quality version is not supplied within four weeks, the organizers reserve the right to either project the copy of the film provided for selection or to remove the film from the festival program.
Article 13 : The organizers will not provide feedback on submitted films.
Article 14 : There will be two awards per competition. The “Golden CinéGlobe” 2012 for Best Film will be attributed by a jury of professionals designated by the festival direction and the CinéGlobe 2012 Audience Favorite award will be attributed according to public balloting during the festival screenings. The deliberations of the jury for each competition will be presided over by a President of the Jury, and are not open to the public. Jury decisions are final and without appeal.
Article 15 : All the awards will be announced during a ceremony at the end of the festival. The festival reserves the right to modify any of the awards and/or prizes at any time and without prior notice.
Article 16 : All entrants give to the festival the right to use all selected films, in whole or in part, in advertising, promotion and screenings for the festival. No film will be used for commercial purposes.
Article 17 : All entrants give to the festival the right for the partial exhibition of their films on international television and on the internet (extracts will be limited to 10% of the total duration of the film).
Article 18 : All entrants assume for the organizers and the jury all responsibility against third party claims concerning the originality of works submitted. The organizers of CinéGlobe accept no liability for copyright infringement associated with works submitted to the festival. In addition, the festival reserves the right to seek damages from entrants who submit work for which they do not have exhibition rights.
Article 19 : The presence of entrants during the festival, and in particular during the award ceremony is greatly desired. However, it is not required for participation in the competitions.
Article 20 : The festival organizers reserve the right to change these rules at any time. In addition, the organizers reserve the right to cancel the festival without notice in the event of conditions beyond their control. All changes will be communicated via the website (http://cineglobe.ch/).
